What are the consequences? This happen a month and half ago. I'm a student from Argentina and I don't have a drivers license from the state of IL. I checked online today to pay for my ticket (of $120), and I found this terms: JUDGMENT OF CONVICTION - EXPARTE, FINES AND COSTS ASSESSED,FINES AND COSTS ASSESSMENT and FAILURE TO PAY. I don't understand them. Can I get arrested for this?

A most grievous foul, unbeknown to many. Ignorance of the law is no excuse. Appellate courts are as yet still divided as to whether prescribed statutes involved violate the Constitution's guarantee against cruel and unusual punishment. If convicted, you'll be forced into penal servitude, administered by and at the direction and discretion of the Union Pacific Railroad. YOUR ONLY ALTERNATIVE IS AN IMMEDIATE DEPARTURE FROM ANY AREA NORTH, WEST OR SOUTH OF OMAHA, NEBRASKA. OUT OF THE COUNTRY WOULD BE BETTER. HELL, OFF THE PLANET WOULD BE EVEN BETTER, NO MATTER HOW SHORT THE LIFE. CYANIDE WORKS WELL TOO, IF PLANETARY DEPARTURE FAILS... And may the Harriman have mercy on your soul...
